v13 changes:
-> Tiger Shark has access to Vehicle Battle Systems;
-> TS has now both Ion Cannon profiles linked;
-> TS Drone Rack rule is now filled and moved as 14Gun Drones sub-rule (it's removed when you take seekers, as it should be);

PS I've filled the Drone Rack rule but generally I've omitted many rules when I was making IA3 SE update, and that might change slowly. Anyway, rules are not that important, as they are removed from official repo anyway, so treat them as "gratis". : )
